Hong Kong Time in law and at the Observatory

The time named in every Ordinance
HKTthe code this site prints for Hong Kong Time
The Interpretation and General Clauses Ordinance defines Hong Kong Time. In the copy held by WIPO Lex, any time named in an Ordinance means Hong Kong Time. That copy calls it the time used for general purposes throughout Hong Kong. Its offset from Universal Standard Time gives HKT, UTC+8.

Summer time by resolution
+1 hhow far the Observatory puts summer time ahead of standard time
The same text lets the Legislative Council fix a different Hong Kong Time by resolution. Such a resolution may cover a whole year or only part of one. The Hong Kong Observatory gives summer time as standard time plus one hour.

When the clocks last moved
Nilthe Observatory's summer time entry for every later year
The Observatory's table opens with a summer time from mid-June to the end of September. The Japanese occupation began at the end of that year. The most recent one came from a resolution the Legislative Council passed. Its text put Hong Kong Time an hour forward from mid-May to late October. The Observatory's table shows no summer time in any year after that.

An atomic clock at the Observatory
0.01 µsthe daily accuracy the Observatory gives for its time service
The Hong Kong Observatory is an official timekeeper in Hong Kong. Its time service is based on a caesium beam atomic clock. The Observatory says the service keeps within 0.01 millionth of a second a day. It installed a time transfer system that works through the Global Positioning System. Through it, the Observatory provided its atomic clock's time to the Bureau international des poids et mesures. That data went toward the bureau's determination of Coordinated Universal Time.

From mean time to Greenwich
23 minhow far the old mean time ran behind today's clock
The tz database's first entry for Hong Kong is local mean time. That ran about 23 minutes behind the clock kept now. Early in the twentieth century, Greenwich Mean Time became the basis for Hong Kong Time. The offset chosen then is the one the clock shows today. The tz database also lists a spell on JST, Tokyo's code today. That entry ends in November of the year the Second World War ended. Hong Kong later adopted Coordinated Universal Time as its official standard.

Questions about time in Hong Kong

What time zone is Hong Kong in?

Hong Kong uses a single zone, HKT, UTC+8. The Interpretation and General Clauses Ordinance calls its time Hong Kong Time. The Hong Kong Observatory uses that name too. Its summer time page calls the base time Hong Kong Standard Time. Today both names give the same reading.

Does Hong Kong change its clocks for summer?

No. Hong Kong keeps HKT, UTC+8, in July and January alike. So gaps with Hong Kong move only when the other place changes its clocks. In the southern winter, Sydney runs 2 hours ahead of Hong Kong. Its lead grows by an hour while Sydney keeps daylight saving, in the southern summer.

What is the time difference between Hong Kong and the UK?

Hong Kong runs 8 hours ahead of London during the British winter. Britain moves its clocks forward from late March to late October, and the gap narrows by one hour then. A morning start in London lands in Hong Kong's late afternoon.

What is the time difference between Hong Kong and the US?

New York is 13 hours behind Hong Kong in the American winter. Los Angeles is 16 hours behind Hong Kong in that winter. Both gaps shrink by an hour while the two cities keep daylight saving time, from March to early November. Seven in the evening in New York is breakfast time the next day in Hong Kong.

Is Hong Kong on the same time as Beijing?

Yes. Beijing and Shanghai show the same time as Hong Kong in every season. No clock among the three changes for summer. Singapore, Manila and Perth keep that offset as well. Tokyo is 1 hour ahead of Hong Kong, a gap that stays the same through the year.
