What Russian law sets
- Every zone measured from Moscow
- MSK
- The law defines Moscow time as the time of the zone that holds the capital, Moscow. It then describes each numbered zone by its distance from Moscow time. Kaliningrad Oblast alone forms the first zone, 1 hour behind Moscow. Kamchatka Krai and the Chukotka Autonomous Okrug form the eleventh, 9 hours ahead of it.
- Moscow's clocks went back an hour
- 1 h
- A federal law amending the rules on time took effect in the small hours of a late October night. Until that moment, the time zone database puts Moscow an hour ahead of where it is now. Since then the capital has kept MSK, UTC+3.
- Official time from the state time service
- 3rd
- Russia's national time scale is kept by the State Service of Time, Frequency and Determination of the Earth Rotation Parameters. The service builds it on the state primary standard of time and frequency. The law ties Moscow time to the third hour zone of that scale. The Moscow time and date the service sends out are official and public.
