How Mexican law sets Baja California's clock

The Northwest zone is one state: 120° Wthe meridian Mexico's law gives the Northwest zone; Article 3 of Mexico's Time Zones Law defines the Northwest zone as the territory of Baja California. It refers the zone to the meridian of 120° W. Article 5 sets it for Baja California on the meridian of 105° W, which the clock shows as PDT, UTC-7. A reform a month after the law appeared moved that rule into a new fraction III. Earlier dates, in a decree and the tz database: Tijuana and Mexicalithe two Baja California municipalities a federal decree gave the March to November dates; Before the current law, a federal decree ran Mexico's seasonal time from April to October. An amendment to that decree gave the border municipalities of Tijuana and Mexicali the March to November dates. It named the city of Ensenada as well. Yes. Article 3 puts the whole state in the Northwest zone, and article 5 gives the whole state one seasonal time. The tz database once kept a separate Ensenada entry. Its note says that entry differed from Tijuana's only over daylight saving. Ensenada now reads the Tijuana clock.

Is Tijuana on the same time as Mexico City?

No. In winter Tijuana is 2 hours behind Mexico City. From March to November the gap is one hour, since only Tijuana moves its clocks forward.
